Jonathan Maiorine
Founder / Owner / Operator
With over 30 years of global maritime experience as a mariner, government regulator and private industry executive, Jonathan Maiorine launched J Howell Maritime, LLC in July of 2021. His mission is to provide trusted, high quality and affordable consulting and compliance support to the global maritime market, with crossover into other transportation and hospitality organizations and businesses.
Specializing in operations, safety, security, and environmental protection for various size clients and operations including very large complex situations. His experience and background highlights include Deputy Commissioner of Maritime Affairs, Vice President of Fleet Operations for the World’s Third Largest Commercial Vessel Registry, and Retired Commander of the U.S. Coast Guard with 23 years of active duty marine Safety, Security and Environmental Protection experience. His education is highlighted as a graduate of the Massachusetts Maritime Academy with a BS in Marine Transportation, Third Mate, and a graduate of the Entrepreneur Bootcamp for Veterans at St. Joseph’s University’s Haub School of Business.
Jonathan was recently named SCORE Small Business Achievement Award Winner for Chester and Delaware Counties, PA, and he is a consulting Board Member of non-profit, Lotus Village United based in Charlotte, NC. As a service to consulting clients Jonathan Maiorine is also Director of Marine Safety at RGF Materials, Co, LLC, offering the full Form-A-Tread line of products combining a commitment to reducing injuries due to slips, trips and falls with expertise in full epoxy nonskid solutions their applications.
Richard Ferraro
Richard Ferraro is a marine safety, security and environmental protection professional with 42 years of experience in both the public and private sector. While in the U.S. Coast Guard marine safety field he was responsible for the management of ship inspection programs, major marine casualty responses and investigations; ensuring that shipping satisfied U.S. and International Maritime Organization (IMO) requirements for marine safety, security and environmental protection. Recently, his consultancy services were provided to the U.S. State Department, Military Sealift Command (MSC) and team member status with several trans-national industrial consulting groups, and private ship operating companies. From 2014 to present has conducted Maritime Port and Harbor Security Management course assessment and training events for the U.S. State Department in the Maldives, India, Colombia, Senegal, Trinidad, Jordan, Tunisia and Bangladesh. He also worked with trans-national consulting firms establishing maritime schools for shipboard personnel (credentialing) and maritime safety in Saudi Arabia and elsewhere in the Middle East. As a team member, he developed a strategy and conducted a fleet-wide safety assessment for the Military Sealift Command.
He holds a Masters License (USCG), an MBA from Cal Polytechnic State University (with distinction) and a BA from Whittier College, CA. Mr. Ferraro is authorized as an instructor for Lloyd’s Register Group on topics that include the ISPS Code, ISM Code, BWM requirements, Risk Management, Marine Casualty Investigations, Steel Hull Damage and Repair, Classification and Statutory Requirements, Sustainability in Shipping and CSR, and Management Systems/Auditing. Mr. Ferraro is a public speaker, and has provided papers at venues that include MarineLog conferences, ACI conferences, American Press Club, testimony in various formal Marine Investigation settings (USCG and NTSB), IMO events within the Caribbean region, Propeller Clubs, and maritime union conferences (AMM). Mr. Ferraro has also been engaged as an Expert Witness in a variety of maritime cases.
Lonnie P. Harrison, Jr.,
Captain, U.S. Coast Guard, retired
Captain Harrison recently started his own business as the Owner of Harrison Maritime Consulting LLC, where he is providing Maritime Regulatory Consultation to Ship Managers globally. Over the past five years prior to establishing his company, he was the Vice President/General Manager as well as the Director of Quality Management & Technical Services for two well-known QI/Maritime Regulatory Consulting companies, where he led an extensive network of domestic and international resources through quality systems approach and expertise in handling difficult marine safety, security and environmental inspection and response incidents.
Captain Harrison served 31 years in the US Coast Guard. During that time, he held a coveted Sector Commander position and served as Captain of the Port in two different locations (Maryland-National Capital Region and Savannah). During his time as a Captain of the Port, he led CG operational forces in the execution & coordination of all maritime safety, security & environmental missions for those regions. Under those two commands he also served as the Federal On Scene Coordinator (FOSC), Federal Maritime Security Coordinator (FMSC), Officer in Charge of Marine Inspections (OCMI) & Search & Rescue Mission Coordinator (SMC).
His most notable accomplishment was demonstrated through his leadership of Federal, State & Local forces as the Maritime Security Incident Commander for the 58th Presidential Inauguration. This effort involved hundreds of tactical land, sea & air resources & personnel from agencies throughout the US to ensure the weeklong event was successfully orchestrated without a single terrorist event or mishap.
He earned his commission & B.S. degree from U.S. Coast Guard Academy in 1991, & later earned a M.S. degree from Tulane University in 1995. In 2012, he completed a Homeland Security Leadership program at Harvard Kennedy School.
Richard Pineiro
Richard Pineiro served 28 years in the United States Coast Guard, with nearly 15 years in international assignments. His operational, training, and advisory experience ranges from fisheries and search and rescue to port security and maritime law enforcement. Key positions include cutter commanding officer, US Embassy liaison officer, maritime law enforcement and intelligence section chief, and international deployable training team manager. Richard planned, coordinated, and participated in numerous security assistance projects in Latin America and Southeast Asia. As Chief, Law Enforcement and Intelligence Divisions, San Juan, Puerto Rico, he managed operational law enforcement and intelligence functions throughout the Caribbean Basin, planned complex multinational counterdrug training and exercises, and supervised the production of post-seizure analysis products for the USCG and partner agencies.
Richard has an additional 15 years of post-military international experience supporting United States Government and commercial initiatives in over a dozen countries. He advised and trained domestic and international port personnel in various maritime codes and initiatives including the International Ship and Port Facility Code, Maritime Transportation Safety Act, Container Security Initiative, and Customs Trade-Partnership Against Terrorism. He assessed the Kenya Coastal Security Initiative program and designed solutions for increasing maritime security capacity, MDA, and operational capability. As the senior technical advisor under the DOJ ICITAP Indonesian Marine Police Assistance Program, he authored a multi-year assistance plan which provided a framework for training and infrastructure development programs to confront smuggling, piracy, terrorism, and other maritime challenges.
As a senior advisor to the Abu Dhabi Maritime Security Executive Council, Richard worked with the Critical National Infrastructure and the National Crisis and Emergency Management Authorities to develop and implement the National Maritime Strategy of the Emirate of Abu Dhabi, United Arab Emirates. He currently supports the US Department of State Global Anti-Terrorism Assistance program as a trainer and SME. He graduated from the University of Nevada Las Vegas with a Masters in Crisis and Emergency Management.
Cosmin Bozenovici, P.E.
Cosmin Bozenovici is a professional naval architect and marine engineer with a 16-year career in maritime and offshore oil & gas and offshore wind industries.
Cosmin’s current and previous associations include Managing Director at V&C Maritime Consultants LLC, where he is the main engineering and management consulting subject matter expert. Cosmin also was the head of Naval Architecture for Noble Corporation, supporting a fleet of more than 40 offshore drilling units. He also served as a Senior Structural Engineer at Friede & Goldman Ltd. Prior to that, he spent significant time with American Bureau of Shipping (ABS), and Tidewater in engineering and surveying roles supporting global projects.
Cosmin earned an MBA from Temple University and a BS in Naval Architecture and Marine Engineering from the University of New Orleans. He is a licensed Professional Engineer in Texas.
